The CW says of “The Reverse-Flash Returns”:
When Cisco, gets a vibe of Eobard Thawne, Barry and the team don't believe it. But, after an attack at Mercury Labs, Christina McGee confirms that the Reverse Flash is back. Meanwhile, Iris and Francine share a nice moment that brings Iris closer to her brother, Wally.

While Barry has nightmares of Zoom killing Patty and questioning if he'd put her in danger by revealing he's the Flash, Patty wonders why Barry doesn't seem to trust her enough to share the things he's been holding back which eventually leads to an ultimatum of letting her in, allowing them to take their relationship to the next level, or letting her move on. Eventually he decides to throw caution to the wind, but after being inadvertently jerked around for the last time and realizing she could finally pursue her dream of studying to be a CSI now that her father's killer had been brought to justice, Patty breaks things off with Barry and tells him she's leaving town.
I guess John and Lyla Diggle will have to find a new roommate...
After attempts at welcoming Wally into the family don't go as planned, Joe discovers he actually came to Central City to street race in order to pay his mother's medical expenses. Despite him breaking the law to do so, Joe overlooks his methods of income and the two realize their preconceptions of each other led them to a rough start at a father-son relationship. They agree to take things slow in getting to know each other going forward.
Jay reveals he's given up hope in ever restoring his speed, and the reason why he's been so distant to Caitlin's advances is that he's dying and his power was the only thing stopping the inevitable.
Team Flash encounter a meta-human Cisco dubs "The Turtle", who has the ability to slow time around him. A power they think may come in handy in stopping Zoom if they can manage to recreate it. After he's captured, Earth-2's Harrison Well's appears to kill the villain in his cell while we hear a desperate journal entry he's recorded revealing he will do anything it takes to rescue his daughter.
The episode surprisingly ends with Eobard Thawne's Reverse Flash appearing in present day Central City seemingly clueless as to what point in time he's arrived.
