Three reasons fans must check out “Where’s Waldo,” tonight’s superb second installment of “Justified’s” fourth season (10pm FX):
1) The episode quickly introduces a great new outlaw character named Randall Kusik who is very likely a bigger badass than world-class badass Raylan Givens.
2) Jere Burns returns in fine form tonight as Dixie Mafia boss Wynn Duffy, no longer the toady of dismembered Detroit mobster Robert Quarles. Duffy’s scene tonight with Boyd Crowder is an instant classic.
3) Raylan’s encounter with Waldo Truth’s garbage heap of a family is magnificent.

With “Off Their Rockers” as lead-in instead of “The Voice,” NBC’s “Go On” and “The New Normal” both hit new lows, but …
… at least “New Normal” no longer seems to be dragging down “Parenthood,” which handily won its timeslot last Tuesday.
The 2013 “Justified” premiere beat every “Justified” episode aired last year. At 10 p.m. it wasn’t too far behind CBS’s “Vegas” and beat a new episode of ABC’s “Private Practice.”
That 1.1 for the TBS debut of “Cougar Town” was not the series’ worst-ever 18-49 score; its two May 15 episodes last year averaged a 1.0 on ABC.
